Interview with David Allred, a journalist, a Democratic member of the Texas House of Representatives from Wichita Falls, and son of former Governor James V. Allred shares his experiences and personal views as a member of the Second Special Session of the Sixty-fifth Legislature. He also talks about the influence of Proposition 13 in California, the treasury surplus, Governor Dolph Briscoe, Speaker Bill Clayton, Lieutenant Governor Bill Hobby, and his personal reaction to the special session. Allred discusses the repeal of the sales tax on residential utility bills, the increase in inheritance tax exemptions, the taxation of agricultural and timber land, the initiative-referendum, the Peveto bill, the formation of the "Filthy Fifty", the Sam Houston Caucus, and the House Study Group.
